Either younger workers move into the new jobs, consigning older workers to the scrapheap. Or those existing workers can be reskilled.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6be9908 elementor-widget elementor-widget-text-editor\" data-id=\"6be9908\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tAs world leaders gather at the World Economic Forum\u2019s\u00a0<a href=\"https:\/\/www.weforum.org\/events\/world-economic-forum-annual-meeting\" class=\"broken_link\" rel=\"noopener\">Annual Meeting<\/a>\u00a0in <a href=\"https:\/\/www.experfy.com\/blog\/davos-2020-heres-what-you-need-to-know-about-the-future-of-work\/\">Davos<\/a>, they are discussing how to make sure that the next wave of globalization doesn\u2019t leave anyone behind.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-136b9d7 elementor-widget elementor-widget-text-editor\" data-id=\"136b9d7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tTo achieve that goal, reskilling will need to be deliberately and proactively pursued.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4dc4126 elementor-widget elementor-widget-text-editor\" data-id=\"4dc4126\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tTo help encourage this, the World Economic Forum has released its latest\u00a0<i><a href=\"http:\/\/www3.weforum.org\/docs\/WEF_Towards_a_Reskilling_Revolution.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Towards a Reskilling Revolution<\/a><\/i>\u00a0report which aims to start a conversation about who will pay for this vital reskilling.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-67b2dc7 elementor-widget elementor-widget-text-editor\" data-id=\"67b2dc7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tThe report\u2019s conclusion is encouraging. It found that 95% of the 1.4 million US workers who are expected to be displaced in the next decade can be transitioned to new positions with similar skills and higher wages.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cb0611c elementor-widget elementor-widget-text-editor\" data-id=\"cb0611c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nBut the total cost of reskilling all these workers is $34 billion &#8211; an average of $24,000 per displaced worker.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3b4a192 elementor-widget elementor-widget-text-editor\" data-id=\"3b4a192\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nSo who will pick up that bill?\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b9380a9 elementor-widget elementor-widget-heading\" data-id=\"b9380a9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\"><h2><b>Counting the cost<\/b><\/h2><\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-606b01c elementor-widget elementor-widget-text-editor\" data-id=\"606b01c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tOne of the barriers to adopting a reskilling programme to date is that it has been difficult to assess the cost benefits.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-adf968f elementor-widget elementor-widget-image\" data-id=\"adf968f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/assets.weforum.org\/editor\/SbVE5sNh4as_Ukc1fL12ihpQOcxcJKgW_0Nb_ieCdIM.png\" alt=\"\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4b87cef elementor-widget elementor-widget-text-editor\" data-id=\"4b87cef\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tData entry inputters could be replaced by automation technicians   Image: US Bureau of Labor Statistics\/Future of Jobs Report 2018<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-621ee43 elementor-widget elementor-widget-text-editor\" data-id=\"621ee43\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tBusinesses need to weigh up the expenditure of redundancy pay and the cost of recruiting, along with the loss of productivity during the retraining period and the impact on staff motivation of any job losses.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-004cd50 elementor-widget elementor-widget-text-editor\" data-id=\"004cd50\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tFor the government, the cost of not reskilling someone must be weighed against welfare payments, the missed opportunities of tax revenue and the wider societal implications of a loss of wellbeing.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d18e376 elementor-widget elementor-widget-text-editor\" data-id=\"d18e376\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tThe report develops a model to weigh up these costs. The model shows that, with an investment of $19.9 billion, the US government could reskill 77% of workers with a positive cost-benefit balance.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-10131d8 elementor-widget elementor-widget-text-editor\" data-id=\"10131d8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nWhen it comes to the private sector, an overall investment of $4.7 billion could reskill 25% of all workers in disrupted jobs with a positive cost benefit balance.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ffd0827 elementor-widget elementor-widget-text-editor\" data-id=\"ffd0827\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tAnd &#8211; if public and private sectors worked together to ensure economies of scale and multi-stakeholder initiatives, those figures could be improved even further.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4841ef4 elementor-widget elementor-widget-text-editor\" data-id=\"4841ef4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t&#8220;The question of who pays for the stranded workers and for the upskilling needed across economies is becoming urgent,&#8221; says Saadia Zahidi, Managing Director of the World Economic Forum and Head of the Centre for the New Economy and Society.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8b77fe7 elementor-widget elementor-widget-text-editor\" data-id=\"8b77fe7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t&#8220;In our view, a combination of three investment options needs to be applied: companies working with each other to lower costs;
