class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tA number of recent\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/816281518818814423\/pdf\/2019-WDR-Report.pdf\" class=\"broken_link\" rel=\"noopener\">studies<\/a>\u00a0have taken a close look at the the future of work over the next 10 to 15 years.\u00a0\u00a0For example, a December, 2017\u00a0<a href=\"https:\/\/www.mckinsey.com\/featured-insights\/future-of-organizations-and-work\/jobs-lost-jobs-gained-what-the-future-of-work-will-mean-for-jobs-skills-and-wages\" class=\"broken_link\" rel=\"noopener\">report<\/a>\u00a0by McKinsey examined which jobs will likely be displaced by automation through 2030, as well as which jobs are likely to be created over the same period, based on data from 46 countries.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c573e65 elementor-widget elementor-widget-text-editor\" data-id=\"c573e65\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tMcKinsey\u2019s\u00a0<a href=\"https:\/\/blog.irvingwb.com\/blog\/2018\/02\/will-there-be-enough-work-in-the-future.html\" rel=\"noopener\">overall conclusion<\/a>\u00a0was that a growing technology-based economy will create a significant number of new occupations which will more than offset declines in occupations displaced by automation.\u00a0\u00a0However, \u201cwhile there may be enough work to maintain full employment to 2030 under most scenarios, the transitions will be very challenging &#8211; matching or even exceeding the scale of shifts out of agriculture and manufacturing we have seen in the past.\u201d\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9f80eda elementor-widget elementor-widget-text-editor\" data-id=\"9f80eda\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tAnother report,\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/816281518818814423\/pdf\/2019-WDR-Report.pdf\" class=\"broken_link\" rel=\"noopener\">The Changing Nature of Work<\/a>, &#8211; published by the\u00a0<a href=\"http:\/\/www.worldbank.org\/\" rel=\"noopener\">World Bank<\/a>\u00a0in October, 2018, &#8211;\u00a0<a href=\"https:\/\/blog.irvingwb.com\/blog\/2018\/12\/human-capital-and-the-future-of-work.html\" rel=\"noopener\">concluded<\/a>\u00a0that our problem is not that there won\u2019t be enough work in the future.\u00a0\u00a0The key problem is that, in many countries, the workforce\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/news\/immersive-story\/2018\/08\/03\/investing-in-people-to-build-human-capital\" rel=\"noopener\">isn\u2019t prepared<\/a>\u00a0for a fast unfolding future.\u00a0Neglecting investments in\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/514331516372468005\/A-primer-on-human-capital\" rel=\"noopener\">human capital<\/a>, &#8211; i.e., the sum total of a population\u2019s health, skills, knowledge, and experience, &#8211; will dramatically weaken a country\u2019s competitiveness.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3a967a6 elementor-widget elementor-widget-text-editor\" data-id=\"3a967a6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nLet me now discuss\u00a0<a href=\"http:\/\/www3.weforum.org\/docs\/WEF_FOW_Eight_Futures.pdf\" rel=\"noopener\">Eight Futures of Work Scenarios and their Implications<\/a>, a white paper published in January, 2018 by the\u00a0<a href=\"https:\/\/www.weforum.org\/\" class=\"broken_link\" rel=\"noopener\">World Economic Forum<\/a>\u00a0(WEF) in collaboration with the\u00a0<a href=\"https:\/\/www.bcg.com\/\" class=\"broken_link\" rel=\"noopener\">Boston Consulting Group<\/a>\u00a0(BCG).\u00a0\u00a0The paper considered eight distinct scenarios on what work might be like by 2030, based on different combinations of three of the most impactful and uncertain variables affecting the future of work: the rate of technological change; the evolution of learning in the workforce; and the magnitude of talent mobility across geographies.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9458356 elementor-widget elementor-widget-text-editor\" data-id=\"9458356\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\tFor simplicity, the study considered two possible outcomes for each variable:\n\n<strong>Technological Change.\u00a0\u00a0<\/strong>Developments in data science, AI, robotics, IoT, blockchain and other advanced technologies will have a major impact on labor markets over the next 10 &#8211; 15 years.\u00a0\u00a0The\u00a0 two possible outcomes are:\n<ul>\n \t<li><em>Steady<\/em>: change proceeds at the current (or slower) pace, with large-scale automation of blue- and white-collar routine tasks, but higher skilled tasks remain relatively untouched.<\/li>\n \t<li><em>Accelerated<\/em>: In addition to routine tasks, machines become capable of performing non-routine tasks requiring cognitive skills, as well as a wide range of physical tasks.<\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9e9a9fe elementor-widget elementor-widget-text-editor\" data-id=\"9e9a9fe\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<\/ul>\n<strong>Learning Evolution.<\/strong>\u00a0An even larger challenge will be ensuring that workers have the skills and support needed to transition to new jobs.\u00a0\u00a0The growing demand for expertise in rapidly advancing technologies will require continuous training.\u00a0\u00a0We\u2019ll see increased demand for human skills like creativity, originality, critical thinking, emotional intelligence, leadership, reasoning, problem solving and ideation.\u00a0\u00a0The two outcomes considered are:\n<ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-72e650f elementor-widget elementor-widget-text-editor\" data-id=\"72e650f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<li><em>Slow<\/em>: Many displaced workers are competing for fewer roles that match their skills, while companies face increasing talent shortages.<\/li>\n \t<li><em>Fast<\/em>: Concerns about technological change and talent gaps have led to reforms in education systems; companies invest heavily in the training and reskilling of their workers, which along with lifelong learning help create a dynamic, creative workforce.<\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e3601a1 elementor-widget elementor-widget-text-editor\" data-id=\"e3601a1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<strong>Talent Mobility.\u00a0\u00a0<\/strong>The third major variable, worker\u2019s movement within and across borders, will be affected by a number of factors, including economic opportunities, travel regulations, crises and conflicts.\u00a0The two possible outcomes are:\n<ul>\n \t<li><em>Low<\/em>: National as well as local governments have imposed restrictions on migration to protect jobs in the short term; talent shortages impact economic growth, while low levels of mobility dampen the exchange of new ideas and the expansion of markets.<\/li>\n \t<li><em>High<\/em>: Large scale movements of people searching for better opportunities has become the norm; high-skilled workers flow to high-income enclaves, which are generally concentrated in large urban areas all around the world.<\/li>\n<\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8786982 elementor-widget elementor-widget-text-editor\" data-id=\"8786982\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<\/ul>\nThe\u00a0<a href=\"https:\/\/www.the4thindustrialrevolution.org\/the-world-economic-forums-8-futures-of-work-lifelong-learning-is-the-new-black\/\" class=\"broken_link\" rel=\"noopener\">eight future of work scenarios<\/a>\u00a0are based on different combinations of these three variables.\u00a0\u00a0Let me briefly summarize the salient qualities of each.\n\n<strong>Workforce Autarkies<\/strong>:\u00a0<em>steady<\/em>\u00a0technological change;\u00a0<em>slow<\/em>\u00a0learning evolution;\u00a0<em>low<\/em>\u00a0talent mobility.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4fe4c25 elementor-widget elementor-widget-text-editor\" data-id=\"4fe4c25\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t Workforce\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Autarky\" rel=\"noopener\">autarkies<\/a>\u00a0are nationalist economies that aim to be self-sufficient. \u201cReacting to the worries of displaced workers, governments have imposed restrictions on international labour mobility and sought to fulfil their economies\u2019 talent needs internally.\u201d\u00a0 State protectionism can provide some relief to lower-skilled workers, but forces employers to move work requiring higher-skilled talent to countries with unrestricted markets. \u201cThe resulting reduction in knowledge transfer and continued talent shortfalls for local companies has reduced growth and dynamism over time, reducing the capacity of local labour markets.\u201d\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da9cd82 elementor-widget elementor-widget-text-editor\" data-id=\"da9cd82\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\n<strong>Mass Movement<\/strong>:\u00a0<em>steady<\/em>\u00a0technological change;\u00a0<em>slow<\/em>\u00a0learning evolution;\u00a0<em>high<\/em>\u00a0talent mobility\n\nIn this scenario, both lower- and higher-skilled workers are on the move searching for better opportunities.\u00a0\u00a0This helps businesses access the best talent, but increases competition between workers at all skills levels, potentially leading to social tensions.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-609d61e elementor-widget elementor-widget-text-editor\" data-id=\"609d61e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<strong>Robot Replacement<\/strong>:\u00a0<em>accelerated<\/em>\u00a0technological change;\u00a0<em>slow<\/em>\u00a0learning evolution;\u00a0<em>low<\/em>\u00a0talent mobility\n\nIn this scenario, technology and machines advance rapidly while many in the workplace are unable to keep pace and face shrinking opportunities, further leading to increased automation.\u00a0\u00a0This\u00a0<em>hollowing out<\/em>\u00a0of the labour market will potentially lead to \u201cdeep and growing inequalities, polarized values and divided views about technology,\u201d with conflict on the rise.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a44eaa3 elementor-widget elementor-widget-text-editor\" data-id=\"a44eaa3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<strong>Empowered Entrepreneurs<\/strong>:\u00a0<em>steady<\/em>\u00a0technological change;\u00a0<em>fast<\/em>\u00a0learning evolution;\u00a0<em>low<\/em>\u00a0talent mobility\n\nThis scenario is characterized by a highly skilled, motivated workforce, leading to a dynamic market for workers to create entrepreneurial opportunities for themselves.\u00a0\u00a0It might also lead to governments restricting labor mobility to protect their investments in high-skilled talent.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a412466 elementor-widget elementor-widget-text-editor\" data-id=\"a412466\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\n<strong>Polarized World<\/strong>:\u00a0<em>accelerated<\/em>\u00a0technological change,\u00a0<em>slow<\/em>\u00a0learning evolution;\u00a0<em>high<\/em>\u00a0talent mobility\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fc6459f elementor-widget elementor-widget-text-editor\" data-id=\"fc6459f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nThe combination of accelerated technological change and slow learning has led to large sections of the workforce being unemployable, while the lack of human skills is increasing the pressure to automate.\u00a0\u00a0Deep and growing inequalities dominate society, with large-scale movements of people within and across countries in search of opportunities.\u00a0\u00a0Affluent, globally-dispersed urban super-economies trade ideas, goods and services with each other.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-abe5ead elementor-widget elementor-widget-text-editor\" data-id=\"abe5ead\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<strong>Skilled Flows<\/strong>:\u00a0<em>steady<\/em>\u00a0technological change,\u00a0<em>fast<\/em>\u00a0learning evolution;\u00a0<em>high<\/em>\u00a0talent mobility\n\nThe fast pace of learning has led to a highly skilled, motivated, dynamic workforce across a range of industries and sectors.\u00a0\u00a0Labor mobility within and cross borders has become the norm, with credentials and degrees increasingly standardized across countries and regions.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-622b2cf elementor-widget elementor-widget-text-editor\" data-id=\"622b2cf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\n<strong>Productive Locals<\/strong>:\u00a0<em>accelerated<\/em>\u00a0technological change,\u00a0<em>fast<\/em>\u00a0learning evolution;\u00a0<em>low<\/em>\u00a0talent mobility\n\nThe combination of accelerated technological changes and fast learning leads to a strong demand for high-skilled human workers to work with and complement increasingly smart machines.\u00a0\u00a0However, low mobility lead to talent shortages and dampen the exchange of new ideas and expansion of markets, causing companies and workers to focus on their local economies.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2c072dc elementor-widget elementor-widget-text-editor\" data-id=\"2c072dc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<strong>Agile Adapters<\/strong>:\u00a0<em>accelerated<\/em>\u00a0technological change,\u00a0<em>fast<\/em>\u00a0learning evolution;\u00a0<em>high<\/em>\u00a0talent mobility.\n\n\u201cThere is a strong demand\u00a0for human workers to complement machines, manage the shifts underway and specialize in new kinds of roles\u2026 High talent mobility within countries and across borders, combined with widespread opportunities for online platform work that crosses borders, has created a global workforce that is highly agile, productive and globalized, rapidly diffusing values, ideas, technologies, goods and services around the world.\u201d\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-260a38d elementor-widget elementor-widget-text-editor\" data-id=\"260a38d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\nThe\u00a0<a href=\"http:\/\/www3.weforum.org\/docs\/WEF_FOW_Eight_Futures.pdf\" rel=\"noopener\">white paper<\/a>\u00a0makes it clear that scenarios are not predictions, which, in the end would be an impossible feat.\u00a0 Rather the scenarios are designed to stimulate discussions among policy-makers, businesses, academic institutions and individuals so they\u2019re better prepared for the potentially big changes to come.\u00a0\u00a0\u201cIndeed, our intention in this work is to demonstrate that the future is not pre-determined.\u00a0\u00a0All of the scenarios we present are possible, but none is certain.\u00a0 The most likely outcome is a combination, with different scenarios playing out simultaneously in different geographies, industries, age cohorts and socio-economic
