No news there. Just ask\u00a0<a href=\"https:\/\/twitter.com\/danieldennett\" target=\"_blank\" rel=\"noopener nofollow noreferrer\">Daniel Dennett<\/a>, or any philosopher of the mind.<\/p>\n<p id=\"ed44\" data-selectable-paragraph=\"\">I mean that AI made us think again about\u00a0<strong>the ethics and politics of computerized systems<\/strong>.<\/p>\n<p id=\"7010\" data-selectable-paragraph=\"\">Recently, I have noticed several voices call to \u201cregulate algorithms\u201d.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-005f931 elementor-widget elementor-widget-text-editor\" data-id=\"005f931\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p id=\"73fc\" data-selectable-paragraph=\"\">Taken at face value, this phrase makes no sense. An algorithm is a\u00a0<strong>recipe<\/strong>: a sequence of steps to solve a class of problems in a deterministic way. Surely, there is no need to regulate any algorithm in this sense.<\/p>\n<p id=\"4d54\" data-selectable-paragraph=\"\">What the call for regulation actually intends to target is not what is classically known as an algorithm, but what only recently has started to be called an algorithm, namely: software systems that employ non-algorithmic components to make autonomous decisions.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2c0aab8 elementor-widget elementor-widget-heading\" data-id=\"2c0aab8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">\n<h2 id=\"d203\" data-selectable-paragraph=\"\">What?<\/h2><\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8e799ad elementor-widget elementor-widget-text-editor\" data-id=\"8e799ad\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p id=\"9e74\" data-selectable-paragraph=\"\">To understand what is going on, you need to know that the word \u201calgorithm\u201d has shifted meaning in two steps:<\/p>\n\n<ol>\n \t<li id=\"468b\" data-selectable-paragraph=\"\"><a href=\"http:\/\/www.fun-with-words.com\/nym_autoantonyms.html\" target=\"_blank\" rel=\"noopener nofollow noreferrer\"><strong>Auto-antonym<\/strong><\/a>: The word \u201calgorithm\u201d has come to mean its own opposite. Originally, computer scientists have used it to mean: a set of instructions to deterministically solve a problem. In the context of AI, the popular meaning of \u201calgorithm\u201d has become: a program trained by example to inscrutably solve a problem.<\/li>\n \t<li id=\"6497\" data-selectable-paragraph=\"\"><a href=\"https:\/\/www.lexico.com\/definition\/pars_pro_toto\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" class=\"broken_link\"><strong>Pars pro toto<\/strong><\/a>: The word algorithm is no longer reserved for the AI component that does its task non-algorithmically, but is now also used to refer to the entire system of which it is a part.<\/li>\n<\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-72a3f66 elementor-widget elementor-widget-text-editor\" data-id=\"72a3f66\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p id=\"50bb\" data-selectable-paragraph=\"\">Like a M\u00f6bius strip or an alligator biting its own tail upside down, the meaning of the world \u201calgorithm\u201d has shifted from \u201cdeterministic recipe\u201d to \u201ccomputerized system with non-algorithmic, data-driven decision-making components\u201d.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4f4dfb5 elementor-widget elementor-widget-heading\" data-id=\"4f4dfb5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\"><h2 id=\"9c32\" data-selectable-paragraph=\"\">Concerns<\/h2><\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6ac1aaf elementor-widget elementor-widget-text-editor\" data-id=\"6ac1aaf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p id=\"a315\" data-selectable-paragraph=\"\">And, actually, it is the ingredients of \u201c<strong>data<\/strong>\u201d and \u201c<strong>decision<\/strong>\u201d in this newly reborn notion of \u201calgorithm\u201d that explains why there is reason for ethical concerns and political debate, and hence for the call for regulation.<\/p>\n<p id=\"2449\" data-selectable-paragraph=\"\">Algorithms (in the new sense) make use of data \u2014 our data, the data of citizen-consumers \u2014 to make decisions that affect us. Affect our assets, movements, jobs, liberties, rights. In short: that affect our lives.<\/p>\n<p id=\"bf68\" data-selectable-paragraph=\"\">Whenever personal data is handled,\u00a0<strong>privacy<\/strong>\u00a0is a concern. And privacy is intimately connected to the autonomy and agency of the individual.<\/p>\n<p id=\"1fdc\" data-selectable-paragraph=\"\">Whenever life-affecting decisions are made,\u00a0<strong>accountability<\/strong>\u00a0is a concern: our ability to scrutinize and call into question the reasons for a decision, and therefore its legitimacy.<\/p>\n<p id=\"c55c\" data-selectable-paragraph=\"\">So, while computerized systems have been around and influential in our lives for half a century at least, their increased use of our data and increased power to make decisions indeed justifies to think again about their ethics and politics.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cc7f53d elementor-widget elementor-widget-heading\" data-id=\"cc7f53d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\"><h2 id=\"58eb\" data-selectable-paragraph=\"\">Clarity<\/h2><\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ef8f929 elementor-widget elementor-widget-text-editor\" data-id=\"ef8f929\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p id=\"4069\" data-selectable-paragraph=\"\">My recommendation to those engaged in that debate, whether they are politicians, policy-makers, citizens, or (computer) scientists, is to reflect for a moment on the words they employ. Clarity of thought requires clarity of language. Make sure you are clear at least on what \u201calgorithm\u201d means.<\/p>\n\n<\/section>\n\n<hr \/>\n\n<section>\n<p id=\"1509\" data-selectable-paragraph=\"\"><strong>NB<\/strong>: Interestingly, the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2231\/text\" target=\"_blank\" rel=\"noopener nofollow noreferrer\" class=\"broken_link\">Algorithmic Accountability Act<\/a>\u00a0of the US Congress only uses the word \u201calgorithm\u201d twice. Once in its title, and once to explain that this is merely the short title of the actual act that then goes on to state its true subject of regulation to be \u201cautomated decision systems\u201d. A regulation with clear content and a confusing title.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-37a36a2 elementor-widget elementor-widget-text-editor\" data-id=\"37a36a2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<blockquote>\n<div><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2231\/text\" rel=\"noopener nofollow\" class=\"broken_link\">Text &#8211; H.R.2231 &#8211; 116th Congress (2019-2020): Algorithmic Accountability Act of 2019<\/a><\/div>\n<div><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2231\/text\" rel=\"noopener nofollow\" class=\"broken_link\">To direct the Federal Trade Commission to require entities that use, store, or share personal information to conduct\u2026<\/a><\/div>\n<div><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2231\/text\" rel=\"noopener nofollow\" class=\"broken_link\">www.congress.gov<\/a><\/div><\/blockquote>\n<\/section>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>AI made us think again about&nbsp;the ethics and politics of computerized systems.
